This paper presents a novel planar-type reconfigurable Huygens' metasurface (HMS), featuring subwavelength electric and magnetic dipoles with electronic tunability embedded in a thin, double-layered printed circuit board. Three varactors are integrated into both dipoles in a small HMS unit cell measuring λ0/9.4×λ0/6.3×λ0/22.7 at 5.5 GHz. This integration allows for independent control over the electric and magnetic surface impedances, facilitating dynamic tuning for transmission phases covering nearly 240° along with low insertion losses. Finally, a large-scale HMS with a 4.47λ0 × 4.47λ0 aperture integrated with 3528 varactors is fabricated, and its beamforming capability as a transmitarray fed by a 4×4 patch array is verified. The measurement results demonstrate an aperture efficiency of 21.09% with a beam-steering range from −70° to +70° at a focal-length-to-diameter ratio of 1.6.
